Clarksburg resident Ryan Joseph Cibula is facing charges following an investigation by members of the university's police department into an indecent exposure incident outside Elkton Hall late on Monday afternoon.
A woman reported to police that she saw a man - later identified as Cibula expose himself while inside a white van, which was spotted by an eagle-eyed officer traveling east on University Boulevard.
Cibula was ultimately stopped in the van on Paint Branch Drive near Engineering Drive, and the man was taken to UMPD Headquarters and later released.
Further investigation linked Cibula to two similar incidents in late January, which led to a safety notice that was disseminated to the school community.
On Friday, Feb. 2, investigators announced that detectives applied for an arrest warrant, which was issued for Cibula, charging him with three counts of indecent exposure.
